River Park Master Plan

On June 18th, 2008, the City Council approved the River Park project which was comprised of approximately 494.4 acres of undeveloped land in the southeastern part of Southport and provides for 2,788 residential units, parks, open space, and a small commercial site. The project approvals consisted of a General Plan amendment, rezoning, design guidelines, an environmental impact report (EIR) and a development agreement (DA) with the majority landowner. 

Since Council’s approval of the project in 2008, the West Sacramento Area Flood Control Agency (WSAFCA) designed and constructed the Southport Levee Improvement Project along the Sacramento River. The levee project expanded the Sacramento River channel with the construction of new setback levee and removal of the prior levee. This required condemnation of a considerable portion of the approved River Park project area. Once the extent of WSAFCA’s land acquisition needs was known and executed, the majority landowner, Sun M Capital, LLC applied for project modifications to reflect the updated project levee footprint. City staff are currently processing the modifications that require updated environmental analysis, fiscal analysis, amendments to South Port Framework Plan, Southport Design Guidelines and land use entitlements that will be heard by the Planning Commission and City Council at a future date after public outreach and workshops. It is anticipated these workshops and public hearings will be sometime in late 2024 and early 2025.

The proposed modified project on the remaining 373 acres is a reconfigured mixed-use community that would provide approximately 2,700 residential units, neighborhood commercial, and a network of trails, parkways, parks, and open space.
